Islamic Banking Momentum Across East Africa as Regulatory Frameworks Evolve

Commercial banking growth opens new opportunities for Shariah-compliant finance

Dubai, UAE – 14 October 2026: AlHuda Centre of Islamic Banking and Economics (CIBE) has highlighted growing momentum in Islamic banking across East Africa, as financial institutions explore Shariah-compliant products and regulators work towards frameworks that support responsible sector development. Recent developments in Kenya, Tanzania, Uganda and Ethiopia underline the importance of regulatory clarity, customer-focused services and institutional readiness in expanding interest-free banking.

Commercial banks across the region provide essential services, including deposits, payments, trade finance and business financing. Their branch networks and digital platforms offer opportunities to expand Islamic banking through dedicated Islamic banking windows and fully fledged Islamic banks. However, market conditions differ across countries, requiring locally tailored strategies based on customer demand, regulatory requirements and operational capacity.

In Kenya, established providers continue to develop customer-focused Islamic banking solutions, with KCB announcing enhanced Islamic banking offerings in July 2026. Tanzania’s central bank has identified a regulatory and supervisory framework for non-interest banking as an ongoing financial-sector reform priority. Uganda’s market is progressing following the licensing of Salaam Bank, while Ethiopia continues work on supervisory arrangements that accommodate Islamic banking practices. These developments highlight the need to align product innovation with effective regulation and sound governance.

Somalia and Djibouti also present opportunities for Shariah-compliant financial services in the Horn of Africa. Meanwhile, Rwanda, Burundi and South Sudan may explore suitable Islamic banking models as their financial sectors evolve. Potential areas include deposits, payments, trade finance, SME financing and agricultural finance, subject to local regulations and market feasibility. Customer research and feasibility studies can help institutions identify viable products and establish appropriate operational and Shariah-governance arrangements.

Digital delivery is becoming increasingly important to expanding Islamic banking access. Mobile banking, digital onboarding and remote customer services can help financial institutions reach underserved communities beyond traditional branch networks. These services must be supported by effective identity verification, data protection and consumer safeguards.

Islamic financing instruments can address diverse economic needs. Murabaha can facilitate trade goods, inventory and working capital, while Ijarah can support vehicle, machinery and equipment financing. Salam and Istisna’a may serve selected agricultural and manufacturing requirements, while Musharakah and Mudarabah can support suitable business ventures through risk-sharing arrangements. Effective implementation requires genuine underlying transactions, transparent pricing, appropriate risk management and robust Shariah review.

Regulatory implementation remains central to the sector’s next phase of growth. Institutions need clear licensing requirements, appropriate treatment of Islamic banking windows, effective Shariah supervision, suitable accounting and disclosure standards, and Shariah-compliant liquidity-management arrangements. Developing professional expertise, strengthening technology systems and improving public awareness will also be essential to building customer confidence and ensuring sustainable expansion.

AlHuda CIBE identifies opportunities to strengthen Islamic banking operations, develop Shariah-compliant deposit and financing products, improve digital customer journeys, and expand services for households, traders, farmers and small and medium-sized enterprises (SMEs).

Institutions can benefit from aligning product development with local economic priorities while maintaining consistent Islamic finance principles and effective customer protection.

Mr. Muhammad Zubair Mughal said:
“The 2026 developments across East Africa show that Islamic banking is moving towards a more practical focus on regulation, customer experience and implementation. Tanzania’s work on a dedicated supervisory framework, Ethiopia’s efforts to accommodate Islamic banking practices and customer-focused developments in Kenya are important signals. The next step is to ensure that Islamic banking products meet the real needs of households, traders, farmers and SMEs, supported by credible Shariah governance, transparent contracts and sound risk management. The region needs locally relevant solutions built on consistent Islamic banking principles.”

AlHuda CIBE is prepared to support central banks, regulators, commercial banks and Islamic financial institutions through market studies and feasibility assessments, regulatory and Shariah frameworks, Islamic banking window establishment, product development and review, institutional transformation, policy and procedure manuals, Shariah advisory and professional training. These services aim to help institutions translate market opportunities into practical, well-governed Islamic banking operations.
